Outlaw Isle can be found between the continents of Rethramis and Papunika, and is also directly south of Lost Ark Lagoon Island. Before sailing there, you will have to have hit the end-game content by reaching combat level 50, and as a harder tier one island, you must be equipped item level 460 to anchor there.
With how small the island is, you may find yourself competing with other players to collect chests, as they spawn in small numbers and not very frequently. If you want to avoid the conflict, you may want to place a Bifrost here and come back later when it’s not populated.
Every time a Lost Ark player opens a chest on Outlaw Isle, there's a slight chance that the Island Token for the location will be given alongside the other rewards found within.
Unfortunately, that is the only way to go about it. There's no specific quest or NPC to purchase the Island Token from. Players have to rely completely on luck and their ability to move safely across the island.
